Aside from renaming the php-dev list, we should remove the 'PHP and
Zend
Engine internals lists' from the regular mailing list page, put them

Yes, Steph is right, the set of libraries used on the snaps machine
is
~70MB
(uncompressed) and I don't think it's practical to update
win32build.zip
There are a lot of them - that's likely to be the biggest issue. Nearly
20 megs of libraries (and this from some months ago).
This is really Edin's territory...

at different times than php, and visaverse. I think this would make
releasing new versions of php much more manageable.

At worst, the maintenance would be as it is now. Or is the worry that
some extensions will go unmaintained if they are moved into PECL? My
take on that

nope, it needs to be ini_set() -able if we're doing this at all ..
either that or we keep English as the hard-coded default and trust that
production server admins will see the wisdom of that.
I don't get why we can't use an error code and spawn an i8n-friendly
docref through it?

This allows touch() to work with just the one parameter again even on
systems that support HAVE_UTIME_NULL
I can't find any bug reports on this (?) but think it may not have
