This statement 
 $fp = fopen("http://www.php.net/", "r");
produce this Error
  Warning: fopen("http://www.php.net/","r") - Bad file
  descriptor 
  in /usr/local/httpd/htdocs/web_interface/test.php3 
  on line 22

I have search for this Error an find this.
Then I trie the inclusion and I get the same Error Message like below. Is there any 
solution for this error?

just upgraded to php-4.0.3pl1-3 via the 
rpm on a RedHat 7.0 server. 

Now it seems that my includes for URL's 
does not work anymore. I put the allow_url_fopen in the php.ini and still no luck.. 

Any one else run into this problem? 

PS. the URL is there..i checked ;)
