ok, this is no real bug.
as his operating system is win 98se, i assume that he
uses precompiled versions, if not, he just didnt compile an ircg enabled version

While trying to test the irc_* functions, a unsupported function was reported. But 
after downloading the latest version, 4.0.6 (binaries), the error happened again. PHP 
works under apache 1.3.20 as module.

1. please read the dos  dont's page next time
   before posting a bug report

   we usually can't analyze problems like this
   without some lines of sample code and the
   exact error message you've got

2. the ircg extension depends on pieces of code
   not really available/working in win32 environments

   i'll make this more clear in the documentation
