The operating system is in charge of cleaning up after PHP once it exits. Maybe what 
you were seeing is that the OS prefered to use some more free physical memory instead 
of dumping some buffer cache memory. In any case it doesn't sound like a PHP bug.

Every time I get memory loss if  I run php.exe at the command line like this:
    C:>php index.html
I use "System Monitor" to check unused physical memory. No php code in index.html 
file, it's only a pure HTML file or a blank file.
