Another possibility :) Would require a bit of shifting things around,
which could be quite a bit of a disturbance.

I have a get-to-the-root-of-it-all sort of question: Is the problem that
it's too hard to combat spam or that the people in charge of the lists
don't have time to really get into it? 

Don't get me wrong on this; I'm not trying to say anybody's slouching or
anything. I know from my personal experience though that things can just
get to be too much. Perhaps the task of fixing the problem could be
given to a few people as a group, let them discuss it, come up with a
good, workable plan, and present it to php-dev or some such and then let
them implement it if everybody likes the plan.
