Interestinly, I recall before Ive seen bits with blank data, so it suggests it
does at least need to go on the "to be done" list.Perhaps have a warning
in the read me? or on the website? If you get this error when using this
function kinda thing..

That way it doesnt delay 4.0.5

its just the side effects of a fix like this that we need to think about as
its the same parser as parses the php.ini file so if we start defaulting
things then we could have problems.. perhaps we could have an error callback
that allows us to handle errors from the parser as we want to rather than
just having ini_error being called..
