The php4win site (http://www.php4win.de/) is a good source of information on PHP running on Windows. Ok I know you said that you can't use Apache but if the specter of Notes changes your mind, PHP Triad (http://www.phpgeek.com/) is a great way to get PHP, MySQL and Apache up and running quickly.

initial language choice not the language of the page they finished on, but if the users don't swapping over and back between languages this shouldn't be a problem. Also as JavaScript is a client-side scripting language, which can be switched off, it is not 100% reliable but then neither are cookies! Paul
