Probably because a space is a valid char in password
snip from manual for -p option:
|-
-p[password], --password[=...]
Password to use when connecting to server. If a password is not given on the
command line, you will be prompted for it. Note that if you use the short
form -p you can't have a space between the option and the password
There mey, but need not be a space. As far as I know, the option scanner in
mysqldump ignores spaces between short options and their values.

You need to use exec, system, etc. Here is a script that I recently put together. It
backs up the database, and pushes it as a download to the user.

I'm not sure about windows machines as I use linux but it looks like you're
sending the right commands. You need to check your permissions.
