Most people do it like this
Specify the charset in the document.
e.g.
Simplified Chinese
meta http-equiv=content-type content=text/html; charset=gb2312
Traditional Chinese
meta http-equiv=content-type content=text/html; charset=big5
You can also specify the language type in the web server -
