I've noticed this same problem on both of my computers, but have not yet found a solution. I've got Apache, Mysql, and php running on my personal computer. When I access it via http://localhost any screens that use a POST will timeout until I ALT-TAB to a non-Netscape window. Once I ALT-TAB, or mouse click a different window, the Netscape localhost issue resolves itself, the variables POST just fine, and my page displays.
This problem does not happen in IE.
