I use phpbb for our internal forums as well as a public forum on a website (http://www.nonsologiochi.com/forums -- it's in Italian) and it works pretty well. That's the fastest I've seen a board developed and the clean code(security checks are in place) at that. And skinning isn't all that bad. It's also the fastest forum software I've seen.
