what else is running on the Win2k machine?
what kind of HTTP server?

if you're running IIS/MS-SQL server, i'd hazard a 
guess that it's probably *those* programs that are
slowing the computer down.

i use Win2000/PHP/MySQL for local development
(after which i upload the scripts to a linux machine)
and i've never once seen that problem on either
machines...
