they're being tested on a testing machine we use. I know PHP is (rather appears to be) working fine. Why would it be parsing files fine and calling phpinfo() fine, but not being able to take input values. that's strange....

If it doesn't even echo out time() then you have something very wrong
in either the installation of PHP (unlikely) or the configuration of
using PHP on your web server. Where are these files being
hosted/tested?
