Change the logic slightly:

function insert($table, $data) {
 $set = '';
 foreach ($data as $k=>$v) {
   $set .= (empty($set))? '',', '; //only need comma if not empty
   $set .= $k." = '".$v."'";
 }
 if(!empty($set){
   $sql = "INSERT INTO ".$table." SET ".$set;
   $result = mysql_query($sql);
 }
}
