Everyone gets an arbitrary 100 points "ranking" to start with. Everyone can vote for or against a proposal. If you vote for a proposal and it gets approved by the majority then you get more points. If you vote against a proposal and it gets approved then you lose points. The more points you have for your "ranking" the more weight you have in your voting. So the more times you are right in your approval the more weight you get.
