My guess is that he's looking for a library that will provide an abstracted layer to delegating the frames. PHP has nothing to do with frames. There is nothing special about using PHP with or without frames. Your question strikes me as similar to asking whether anyone has managed to use PHP to output images that are predominantly red in color.
