 fopen() works but I'm still having problems. I need to get the text
posted
 by a Dynamic Page. (ie. http://www.test.com/test.php?newsID=2 )

I'm no genius, but how about
fopen('http://www.test.com/test.php?newsID=2','r') 

How about trying a few things before you post.
