I don't have any problem with text areas that you are showing. Do have a "WRAP" setting in your text area (hard, soft, off)? I don't specify any wrap. I doubt that has anything to do with it, but I'm reaching.
Have you tried it on other machines? Perhaps there is an issue with IE on the machine you are working on.
