sounds like a firewall issue to me -- do you have a firewall in between your computer and your 'net connection? Might run a port scan on your default gateway (which is likely your firewall if you have one) to see what ports it's allowing inbound. Alternatively, you could have a router that has some ports closed down. Again, a port scan will show this.
