I don't know how that process works, you'll need to ask the people who
wrote the original rfc for rfc for rfc, I wasn't paying attention and
don't really care for it :)

I've created an RFC at https://wiki.php.net/rfc/deprecated-modifier but
since I am not allowed to modify the RFC overview it would be nice if
someone could add the RFC.
