[PHP-WEBMASTER] Question on PHPv7

Hi, I was unable to determine the best place to send this question. I
download PHP version 7 from php.net and after installing I find that it is
running zend 3.0. Why is it not using any newer version of Zend? Maybe I
should also ask if my computer runs IIS do I still use Zend?
