I am trying to upgrade my php installation, but cannot overwrite the
libmysql.dll fine - it seems to be in use
I have already stopped the iis admin service, anybody have any other
suggestions as to which process is using the file?

Accessing plain HTML pages works fine on the server, but PHP pages don't
work.
