[php_mysql] Querying with MySQL

Hello all, Could I just write one query that does selects the first record in irs_rawdata only field (EIN) select all fields of the record with the ein and check if it matches in the block table if not then checks match WHERE clause insert into query if matched and if not match insert only ein
