I think it is Hebrew, and it is documented in the list
of tokens in the PHP manual:

Basically an error while calling/using a static method
from a class, or when calling a parent's overriden
method.

It means a double colon in Hebrew. Actually it translates 'Twice colon'
and i still think it should be NEKODATAYIM... ;-)
