I have just tried to reproduce that, and I was also unable to install the latest PilBox on a 32-bit phone with a system based on Android 9. On the other hand, I successfully installed a version which I downloaded in January last year. The documentation may need to be updated. If you can’t get hold of an earlier version, you can try compiling Picolisp yourself.
