My understanding is that the blue will reduce in intensity after drying. Is

Cyanotype is very fussy about the paper used. Buffered papers are really
bad for it.
What kind of paper are you using?
I use a Stonehenge paper, works very well.
could be underexposed. What are you using to expose it? UV lights,
Sunlight?
