Both bibledit-gtk and bibledit ship the same file:
/usr/share/pixmaps/bibledit.xpm

See ยง 7.6.1 of Debian Policy which recommends that you use Breaks/Replaces here.

Also, I highly recommend that you add a transitional package so that
people using bibledit-gtk will be upgraded to bibledit.

Package "bibledit-gtk" no longer exists, now, in Debian unstable.

It has been removed very recently.

For more information about its removal, see this bug report:

So, since package "bibledit-gtk" is no longer in the Debian archives, the
installation of the identical file is no longer relevant.

I am closing this bug report as no longer applicable.
