[pkg-go] golang 1.6... basically ready for upload

Hi, I had to reproduce/debug some golang 1.6 / cgo related issues with one of my projects last night, so I tried to build 1.6 based on the existing package which worked pretty well. I have attached the current state of the topmost debian/changelog below. I'll need to add some lintian-overrides
