I've committed quick draft for splitting "golang-gogoprotobuf-dev" into
"golang-github-gogo-protobuf-dev" and "gogoprotobuf":

Could you have a look if everything is OK please?

Also can we please re-license packaging from BSD-3-clause to BSD-2-clause?
