Upstream was very, very quick to add a LICENSE file, give the package a new name, and release. I've uploaded such new package called tendermint-go-flowrate and updated the respective ITP. The license is a BSD 3-clause one. It would be greatly appreciated if you could review it again. Thanks very much for your work and time.
