The drawmap(1) manpage says:

I found it difficult to locate these files using mapping.usgs.gov; the
only link I found was to "Earth Explorer", which wanted to charge me
$1.00 to download each DEM file, and announced that they would be
unavailable after 2006-01-02.  The FTP server accepted my login but
closed the connection if I tried to list any files in pub/data.

I did some searching and wrote an updated paragraph with correct links:
