Small update on the status of this bug: the licensing issues were
cleared. Now I'm packaging osmpbf (new name of the osmbin.jar file),
then I'll update osmosis. The build system of osmosis has changed quite
enough, so it'll take some time to me to understand how to deal
correctly with ivy
