libkml includes and uses a modified version of minizip.  It would be
preferable to move the modified functionality outside of the minizip
source, and link to the system version instead.

Hi Michael,

For the upcoming libstdc++ transition (#791132) I've updated libkml to
the new upstream development in the libkml fork on GitHub. The fork has
dropped all third party dependencies in favor of system provided ones,
this includes minizip. libkml now build depends on libminizip-dev.

Please update the Conflicts/Replaces for libminizip-dev to include the
version constraint:

Conflicts: libkml-dev (<< 1.3.0~r864+git20150723-0fa2f22-1~)
Replaces: libkml-dev (<< 1.3.0~r864+git20150723-0fa2f22-1~)
