Yes, the dependency resolution mechanism Ludovic describes is what's
expected, but I'm able to reproduce this behavior in a clean chroot.  It
looks like there are some mismatches between what the JRE's provide and
what tomcat7 (and tomcat6) are looking for.

openjdk-7-jre-headless provides java-5-runtime and java-6-runtime, both
of which are alternative choices for tomcat7-common dependencies, so you
can install openjdk-7-jre-headless, then tomcat7-common, and no
additional JRE should be installed.
