I very much doubt so, given that the failure occurs on 3 different s390
machines, and also given that on the same build daemon (zandonai) but
with a different userspace (s390x), the build succeeds.

Even though this error looks transient, it is not. The last 11 build attempts
on s390 have failed with the same message (both on zandonai and zappa), and I
was also able to replicate the problem on the zelenka porterbox.
