becomes /usr/share/doc/clojure/changelog.html.gz, but the logic is
flawed.
This might work better:
sed -i'' -e 's/@TITLE@/$(shell sed -n '/^# /{s///p;q}' changes.md)/g'

This was fixed in the 1.8.0-3 upload, where the changes.html file
generation was removed.
