Do you have any idea about what is going wrong here? Do you have any
advice for debugging or fixing the situation?

Since the URL includes custom, perhaps it makes sense to simply ask 
upstream what they customized in the jQuery that they shipped.

...or look for clues in commit messages for their VCS, if available.
