I have managed to build and make install it just fine, but dpkg-buildpackage gives me errors. Could you send me your patches so that I can apply them here (and help test them)? Could you please attach the file /var/lib/NetworkManager/NetworkManager.state After that, please remove that file and restart network-manager (service network-manager restart) and see if that helps. Same happened to me several times. My work around was to install network-manager-gnome and, when needed, kill knetworkmanager, start nm-applet and select Enable Networking from there.
