I've been trying to do the same here, but with instantclient 11.1. I
have managed to build and make install it just fine, but
dpkg-buildpackage gives me errors.

Could you send me your patches so that I can apply them here (and help
test them)?

Is there a bug report for this already?

Same happened to me several times. My work around was to install
network-manager-gnome and, when needed, kill knetworkmanager, start
nm-applet and select Enable Networking from there.
