It is not possible to report issues with RSIBreak upstream. The page opened by "Report Bug..." reads:

Of course, Back is not even available. I'm not sure why reporting was disabled, but upstream seems quite inactive. I don't see any tracker outside KDE's Bugzilla. It looks like upstream currently has no issue tracker. -- Filipus Klutiero http://www.philippecloutier.com
