Wrong lead, sorry: The problem is a case issue in CMakeLists.txt,
causing it to incorrectly report tools necessary for the HTML as missing
(build log excerpt):

--  libxml2 found NO  (optional)
--  digiKam will be compiled without HTMLGallery support.
--  Please install the libxml2 (version >= 2.7.0) development package.

--  libxslt found NO  (optional)
--  digiKam will be compiled without HTMLGallery support.
--  Please install the libxslt (version >= 1.1.0) development package.

This is fixed in the upcoming 5.8.0 release, so I don't believe it is
worth patching.

Due to another problem (to be fixed in 5.8.0) updates in the UI do not
take effect under certain circumstances. Please try the following and
let me know whether it worked:
Stop digikam, delete (move) ~/.local/share/kxmlgui5/digikam and restart it.

An option to export images to an HTML page was reinstated in version 5.6 
according to
the Digikam website. This option is supposed to be listed under the Tools menu 
on the
main toolbar. However, it does not appear there, nor in any other menu.
