I was having this problem and after reading this bug messages I checked my /etc/dbus-1/system.d/bluetooth.conf and found that the group allowed to access the devices is "bluetooth".
So now you must do: # adduser bla bluetooth Where bla is the user you want to grant access to the bluetooth devices. I haven't restarted my session to see if it works because I don't want to stop an important process now. But I'm sending this message before I forgot to do it.
