I met a related surprise after installing gtk2-engines-oxygen:
-- immediately after logging in, GTK apps showed up nicely with the
oxygen style;
-- but, after actually selecting oxygen-gtk as the GTK+ widget style (in
System Settings-GTK+ Appearance) and logging out / logging in, GTK apps
stopped
Indeed, bug is still present in sid, but as mentionned before the
following is fixing it: ln -s ~/.gtkrc-2.0-kde ~/.gtkrc-2.0

I am using this package on several laptops and desktops without a problem -
primarily for iceweasel - but on my newly installed (yesterday) laptop the
settings have no effect on
After a fresh debian installation i had the same problem
Creating a file
/home/USER/env/gtk-qt-engine.rc.sh
with this content:
#!/bin/sh
# Make sure our customised gtkrc file is loaded.
export GTK2_RC_FILES=/home/USER/.gtkrc-2.0-kde
solves the problem for me.
