It isn't true. The contact point is debian-desktop.
Debian desktop was created for this.

It seems artists can't work in Debian desktop sub-project and prefers
to create another sub-project and claim they are
"the one and only responsible for preserving Debian's visual identity,
as well as the application of its logos, colors and promotional stuff"

Sorry, I don't understand why you can't contribute to Debian desktop
and what's the difference with Debian desktop goals.
