It is a mix of commercial license statement and GPLv3 (only) w/ some exceptions. I just looked around other Qt/KDE packages and found GPLv3 w/ Qt-1.0 exceptions licence info, so hope it is the correct one to put into the copyright file. As for some files that are missing license boilerplate, I assume it is authored by Olivier Goffart under the root (package) license. I re-uploaded with debhelper 11 (having fun w/ Ubuntu 18.04 :-). If you are building a package for unstable you need to work in unstable. You can of course do this in a chroot or in a virtual machine or alike.
