Right.  I'll leave this bug open for a few days in case anyone happens

Here is what I have:

% git clone -b jessie-bpo 
https://anonscm.debian.org/git/pkg-mozext/ublock-origin.git

As you say, it's trivial to make it build and install on jessie.
However, after installation, no ads are blocked until you open the
ublock-origin settings screen and tell it to update all its lists
(EasyList etc.).

On stretch/sid, you don't have to do this, and it blocks ads
out-of-the-box.

We could upload the backport without fixing this, since the addon is
still useful once you've hit the update button, but it would be good to
have a go at debugging it.  I won't have time for this for a little
while, so tagging 'help'.
