Any news  on this?

TBH, I don't believe that there is anything to do for this in the
Debian package, but before closing this bugreport, I'd like to hear a
word from you first.

A better solution was found upstream:

This was part of libav 10.2, which was uploaded to Debian first, and
then copied over to Ubuntu. This is why I'm so confused that you are
experiencing this problem in Debian, but claim the problem was fixed
in Ubuntu.

Can you please recheck that you are in fact trying to use Libav 10.2
and not 10.1, and clarify what's going on?

Note that upstream was not 100% sure if that is the right fix, as we
lack the hardware to test this properly. Feedback to
libav-de...@libav.org on the patch is very welcome.

Yes, it does in fact, but libav was to build with altivec enabled.
Unfortunately I am still bootstrapping and I didn't go further on the
problem.

What is the problem? Doesn't ppc64el in Debian support altivec at all?

It seems Ubuntu doesn't disable altivec at all:
