I hope, but honestly do not believe, that one web page that mentions 
the term "public domain" and another one that holds software that can 
somehow be connected to the code in mpjegtools is sufficient to 
convince FTP-Masters of its DFSG-freeness. Anyway, we should start 
bring the package in shape and simply try!

I took another look at the source code.

Indeed, is some considerable work in the package that is derived from
the MSSG (the Mpeg software simulation group). More information on that
group can be found here:
