Revert "Replace debian/librivescript-perl.docs to
debian/librivescript-perl.doc-base"
This reverts commit ec931fce50b7ec16838e7c13334c6b6ec46ef593.
.docs and .doc-base are something different.
.docs is needed to install the files; .docs-base is in addition to it to
register documentation with the doc-base system, and it looks differently
