It looks like you want to map that keycode to "wlan". Typically this is done via a hwdb entry, Have a look at /lib/udev/hwdb.d/60-keyboard.hwdb for this. See https://wiki.archlinux.org/index.php/Map_scancodes_to_keycodes how you can create such a custom hwdb entry for your hardware.
