I would like to use systemd as the init system in part because Id like to have
th esystem start and autmagically connect a ipsec/l2tp vpn to a ipsec/l2tp

In my case the issue is that if you delete /etc/machine-id, then
journald will crash.
I tracked it down with strace.
I would say it's a bug to crash if it's not available.
